The head of the Malacca police anti-narcotics division is alleged to have amassed wealth beyond his means through abuse of his position and corruption. He is said to be the owner of:

  • a three-storey bungalow (above) worth RM4 million in Batu Caves, outside Kuala Lumpur
  • 15 security companies and a travel company
  • luxury cars including a Mercedes-Benz E200 and two BMWs, and a luxury motorcycle
  • 15 properties, including offices, apartments, several houses and a dusun

Jaafar Mat quoted in a 2008 news itemIn a letter published at Malaysia Today, contributor Mohammad Fahmy listed the 16 companies and the names of proxies for the officer, Supt Jaafar bin Mat, who held shares in the companies. Among them was Supt Jaafars wife, Arina binti Hussain, a teacher at Darul Ehsan secondary school in Selayang, other family members, friends and colleagues. They also included

  • an assistant commissioner of police
  • a retired military officer, and
  • the wife of former Selangor CPO Khalid Abu Bakar, now director of internal security and public order at federal police headquarters.

Mohammad Fahmy said Supt Jaafar had obtained the security licences through his connections with officials of the Ministry of Home Affairs (KDN). Supt Jaafars activ! ities we re common knowledge in the ministry, he said, and it was believed that Supt Jaafar made monthly payments in cash to those involved. Many believed that the money came from bribes he obtained in the course of his work in the anti-narcotics division, Mohammad Fahmy said.

Mohammad Fahmy said Supt Jaafar had been investigated by the Anti-Corruption Agency but the complainant had later withdrawn the report out of sympathy. As a result, Supt Jaafar had become friendly with the ant-corruption investigating officer, and subsequently paid him at least RM1,000 a month, Mohammad Fahmy said.

He said no action had been taken on other complaints made about Supt Jaafar in the past, or from letters sent to the Inspector-General of Police. Mohammad Fahmy said Supt Jaafar had good relationships with top officers of the police and the Malaysian Anti-Corruption Commission.

Mohammad Fahmy said he was prepared to help in any investigation by the police or MACC, and was making public the information he had because of his fear that the information would merely be recorded by the authorities with no further action being taken.
