The state governments answer: a Memorandum of Understanding (MOU) signed yesterday in Putrajaya between the Penang government and Beijing Urban Construction Group (BUCG). Prime Minister Najib and China Premier Wen Jia Bao both witnessed the signing of the MOU, that includes the construction of a 15.3km billion ringgit road and tunnel project. However, the abrupt manner in which the project was announced, without the knowledge of most Penangites until yesterday, begs the question of how this adheres to the Penang governments competency, accountability and accountability (CAT) principles. But the bloodiest clashes to hit Thailand and Cambodia in years were probably more about domestic politics than territory, analysts say. Both sides agreed to a tentative cease-fire Thursday, a deal many hope will hold after seven days of fighting that killed 15 people and displaced 50,000. Similar accords in the past have failed to secure an end to the conflict, and many believe its not over yet. You have the president challenging PKR to abolish Malay privileges which shows how ignorant a leader he is. Lim Kit Siang has this to say: Lim insisted that the MCA president had missed the point when he challenged PKR to abolish Malay privileges, pointing out that the opposition had never argued over the special position of the Malays as enshrined under Article 153 of the Federal Constitution.
